Motion:
That Halifax Regional Council approve recommendations in the following items: 13.1.1, 15.1.1, 15.1.3, 15.2.1, 15.2.2, 15.3.1, 15.5.1.

Motion: 
That Halifax Regional Council grant permission for the Canadian Armed Forces to fly a Cyclone helicopter over the Grand Parade in Halifax at approximately 11:02 a.m. flying from North to South, Sullivan’s Pond in Dartmouth at approximately 11:08 a.m. flying North to South, over Cole Harbour Place at approximately 11:09 a.m. flying East to West, and at the Caen Legion Branch #164 on Main Road Eastern Passage at approximately 11:10 a.m. flying North to South, at a height of 500 feet above the highest obstacle in each location, on Thursday, November 11, 2025 as part of Remembrance Day ceremonies.

Motion:
That Halifax Regional Council give First Reading to By-law T-801, amending By-law T-800, the Property Tax Billing for Tax Relief Recipients By-law, as set out in Attachment 1 to the staff report dated September 10, 2025.

Motion:
That Halifax Regional Council approve interim amendments to Administrative Order 46 and Administrative Order 29, as detailed in Attachments F and G, until an updated policy framework is adopted to ensure that asset naming and renaming is held to a standard of public engagement and follows transparent and standardized processes.

Motion:
That Halifax Regional Council direct the Chief Administrative Officer to allocate up to $20,000 from capital project CZ230700 HalifACT Small Projects Bundle account to Halifax Regional Fire & Emergency to fund HRM community FireSmart events. 

Motion:
That Halifax Regional Council:


1. Refer the Prescott Group Society’s funding request towards the purchase of small equipment to the Community Grants Program for consideration in fiscal year 2026/2027; and


2. Decline the Prescott Group Society’s request for tax relief.

Motion:
That Halifax Regional Council amend the multi-year capital plan as described in the report dated October 15, 2025 to reflect the projected annual expenditures for capital project CI250002 - Enterprise Project Management.

Motion:
That Halifax Regional Council:


1. Approve the Phase 2 Regional Museum Strategy as a guiding municipal document for the implementation of a Regional Museum Model;


2. Direct the Chief Administrative Officer (CAO) to put forward the increased staffing requirements and contributions agreement costs as outlined in the financial implications section of the staff report dated May 2, 2025 for Council consideration as a service enhancement in the 2026/27 budget; and


3. Direct the CAO to consider and prepare, as part of the 2026/27 Budget and Business Plan the withdrawal of $2,395,130 from the Capital Fund Reserve (Q526), and allocate the funds to Capital Project Account CB220002 PFE – Heritage Facilities Recap and CP190001 P&R - Cultural Assets to support capital repairs to municipally owned heritage museum properties and artifact storage project, with priority given to Quaker House and Evergreen House.

Motion: 
That Halifax Regional Council direct the Chief Administrative Officer (CAO) to:


1. Circulate the free federal GBA+ (Gender Based Analysis Plus) training information to all Councillors, and request that completion certificates be submitted to the staff member responsible for Council onboarding and training records, thereby fulfilling the intent of the 2021 Council motion; and


2. Incorporate the federal GBA+ training into the Councillor orientation program. 

Motion:
That Halifax Regional Council: 


1. adopt the amendments to Administrative Order 12, the Appointment of the Traffic Authority Administrative Order, as set out in Attachment 2 of the staff report dated September 5, 2025, to:


(a) repeal the current appointments of Brad Anguish as the Traffic Authority, Lucas Pitts as a Deputy Traffic Authority, and Roddy MacIntyre as a Deputy Traffic Authority; and


(b)  appoint Roddy MacIntyre as the Traffic Authority, Jill Morrison as a Deputy Traffic Authority, and Hannah McBride as a Deputy Traffic Authority.

A matter pertaining to an identifiable individual or group, including Code of Conduct complaints against Elected Officials.

That Halifax Regional Council:


1. Adopt the recommendations as outlined in the private and confidential report dated October 20, 2025; and


2. Direct that the private and confidential report dated October 20, 2025 be maintained private and confidential. 

A matter pertaining to any subject, the discussion of which could, violate the confidentiality of information obtained from another body of government, or a public body.

That Halifax Regional Council convene to in camera (in private) to discuss the matter.
